There are many excellent websites that deserve to get traffic but don't. The basic problem is that there are billions of pages online all competing for a limited amount of traffic. It's basic supply and demand. While the amount of overall internet traffic and searches keeps increasing the number of web pages increase at an much greater rate.
Many have tried to attract traffic by offering high quality content. The theory is that if you build high quality content you will build traffic simply by your visitors telling their friends how great it is so they will visit and so on. This strategy does actually work sometimes. A good example of a blog that became popular due to its exceptional content is stevepavlina.com. That case is very rare though and for the vast majority of webmasters who want visitors they will have to do some marketing and promotion.
